Finding a sustainable wastewater solution for Matatā has been a major focus for Whakatāne District Council over the past three years, with work ongoing to select a preferred option, bringing the community closer to a long-term solution.
A report on the project’s progress was presented to the Infrastructure and Planning Committee today (10 April) outlining the work completed to date and the next steps in the process.
Whakatāne District Council Manager Policy Planning and Consents, Nicholas Woodley, said the completion of the technical investigation phase was a major step forward.
"Over the past three years, we've undertaken extensive research, including environmental monitoring, land analysis, and cultural assessments, to ensure we find a solution that works for Matatā and the wider community.
“We've worked closely with our co-design group, who have endorsed a recommended wastewater system option. We've also secured a key site with the purchase of Tahi Hill Farm, which will support the treatment plant location and land-based irrigation," he said.
While this progress is significant, Mr Woodley said the project is now shifting focus while the Council awaits key national and local planning decisions that will shape the next steps.
The proposed Local Government Water Services Bill, expected in late 2025, will set national wastewater standards, improve performance, and simplify consenting processes for councils. Meanwhile, the Our Places – Eastern Bay of Plenty Spatial Plan is developing a preferred growth scenario for the region following community engagement last year. The Plan, expected to be finalised later this year, will help determine how and if Matatā can grow and what infrastructure investment will be needed.
In addition, the Council is working on a Local Growth Strategy, which will provide more detailed planning guidance to support the Spatial Plan, and a Waters Strategy, due for completion by mid-2025, which will guide long-term wastewater investment, including Matatā’s future needs.
Mr Woodley said that with technical investigations complete, the focus was now on ensuring alignment with these key strategic directions.
"Over the next few months, we'll be monitoring progress on these plans and providing updates as they develop. Once we have clear direction, we'll move into consent preparation to ensure Matatā’s wastewater solution aligns with future growth and environmental sustainability goals," he said.
