If you want to install, replace or relocate any appliance that contains fire (new or second-hand), you will need a building consent. This includes a freestanding or inbuilt fireplace.
Solid fuel heaters burn wood, coal, wood pellets, or similar material.
You do not need resource consent to install solid fuel heating.
To apply for your Building Consent, you can submit your application via the AlphaOne portal. You must submit a complete application form and provide all relevant information that will demonstrate how the installation will comply with the building code. This shall include the following:
- Location of solid fuel heating appliance identified on floor plan
- Location of smoke alarms indicated on floor plan
- Location of all windows and doors in close proximity to appliance shown
- Location of hot water cylinder, (only required if wetback installed)
- Manufacturer’s specifications indicating make and model
- Installation instructions indicating appliance clearances
- Flue penetration details showing roof material and flashing details
- Floor construction (i.e. timber / concrete floor) and type of restraint (i.e. method of fixing appliance to hearth and hearth to floor)
- Flue penetration through floor joists /fire protection (only required if flue penetrates through mid-floor and the building is two or more stories in height)
- Cross section through chimney where false chimney surround constructed.
- Elevation or photo of external wall that the appliance is being installed on to show location of flue.
- National Environmental Standard: for details of emission and thermal efficiency ratings for model installed refer to environment.govt.nz. If you're installing a wood burner on a property under two hectares.
- In-built / insert fires: third party report on the condition of existing chimney required
- Second-hand appliance: third party report on the condition of the appliance, third party must also confirm that the appliance complies with emission standards.
When approving building consents for solid fuel-burning appliances, councils will consider the requirements of the Building Code, AS/NZS 2918 Domestic solid fuel burning appliances, the manufacturer's installation instructions and the National Environmental Standards for Air Quality.
Building consent should be obtained prior to any installation on site. A final inspection will be required after installation of appliance. An additional inspection may be required which will be advised by the Building Inspector.
A producer statement from an approved installer will be required to confirm that the installation has been carried out as per approved building consent and manufacturers technical specification/installation Guide.
Once the work has passed its final inspection, you need to apply for a code compliance certificate. This certifies that the work is safe and complies with the building consent.
