Apply for a Resource Consent

To apply for a resource consent, you’ll need to complete the appropriate forms. These are listed below under the categories of consents and are available as editable PDFs, which are also suitable for printing and completing by hand.

You can lodge your application with Council by:

  • Applying online - the online form is available on each of the different resource consent pages linked below
  • Emailing it to us at planning@whakatane.govt.nz
  • Delivering your application to any of our Council offices in person
  • Mailing it to:

If you are proposing to lodge your application online, you will still need to provide a copy of the appropriate form(s) as part of your application. All your documentation should be in one file for uploading. If your file is larger than ten megabytes (10 MB), please talk to the duty planner on 07 306 0500 so that alternate arrangements for electronic lodgment can be made.   

Please note:

  • Under the Section 88(3) of the Act, we have 10 working days to reject an application if it has insufficient detail to process the application. 
  • Council will not commence processing of your application until it has received all the required information, including payment of the applicable fee or deposit.

You will need land use consent if you want to use your land for something that isn’t allowed as of right in the Operative District Plan

An activity is a fast track application if it is a controlled activity (excluding subdivision) in the Operative Whakatāne District Plan where an electronic address for service is provided in the application, or it is regulated as an activity that can use the fast track application process. 

A certificate of compliance gives official recognition that your activity can take place without resource consent.

An activity is a ‘boundary activity’ if resource consent is required due to the infringement of one or more ‘boundary rules’, no other district rules are infringed, and the ‘infringed boundary’ is not a ‘public boundary’.
