I was born, grew up and attended school in Whakatāne and have a PhD in Chemistry from Victoria University. Judy Turner

Judy Turner
Standing for Mayor

My principal place of residence is in the Whakatāne District Council area.

The Whakatane District has been my home for 42 years, and in standing for Mayor I bring actual governance experience: 6 years Member of Parliament; 9 years Whakatane Deputy Mayor and accredited Environment Commissioner; 6 years BOP District Health Board.

I recognise the Whakatane District is facing both exciting opportunities and serious challenges - the biggest opportunity is the EBOP being identified as a "surge region" with very real potential to create jobs and lift household incomes. Challenges include upgrading core water-related services, responding to Climate Change, housing and workforce requirements.

I am passionate about people's welfare and therefore committed to actively seek out and listen to ratepayers' views on significant proposals, and further develop Council partnerships with iwi and other business interests, neighbouring Councils and Government agencies. Together, we can navigate these realities, set workable and affordable priorities, so that opportunities aren't lost, and challenges aren't ignored or neglected.

Russell Orr

Russell Orr
Standing for Mayor

My principal place of residence is in the Whakatāne District Council area.

I am a retired Police Sergeant and kiwifruit orchardist. I have been married to Carol for 36 years and lived in the Eastern BOP since 1984. I believe I have been an effective member of council over the past 15 years and have the experience to contribute further as Mayor of our district.

We are struggling to invest in our future while containing rates and there are some real challenges around hazard mitigation and infrastructure renewal on the horizon. It will take clear thinking, cooperation and common sense to get us through.

Change is coming to the local government sector and while some may wish to see new faces in council I believe it is critical that in uncertain times a stable and experienced council is retained. I still enjoy working with my fellow councillors and if elected I will do my best to ensure that everyone continues to prosper.

My involvement in the community alongside being the Chairperson of Pou Whakaaro means I'm familiar with the issues facing communities. I intend to work closely with Councillors, staff and the community for positive results.

I will prioritise spending on infrastructure ensuring it is adaptive to both climate change and our current and future growth requirements.

I will encourage progressive growth by making development attractive to businesses and I'll continue working with Central Government to secure funding opportunities. It's time. Vote Julie Jukes for Mayor.

Victor LUCA

Victor Luca
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area. I am also standing for Mayor.

I am a product of the Whakatāne district and a scientist.

We live in challenging times! While science has given most of us a standard of living that previous generations could only dream of, climate change is looming as an existential threat. This is a time when a scientific perspective on council would serve our community well.

As a public servant for more than 20 years I have dedicated my entire career toward conducting scientific research and managing scientific research projects valued in the millions of dollars. I believe that I have much to contribute and will be guided by fact, evidence, consensus and good judgment. As a councillor I will be honest, dedicated, transparent and proactive rather than reactive. I will play my part in ensuring that our environment is protected for present and future generations and that we can all share a prosperous future.

John Pullar

John Pullar
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area.

QSM. After previously serving 3 years on council, I am standing again because I believe with my common-sense approach I can make a difference.

I am the Chairman of the Kiwi Trust and the Community Liaison Committee of the Kopeopeo Canal Remediation Project. A member of Whakatāne Rotary Club and the Board of Hospice EBOP.

I led the Liveable Homes Project in response to the Edgecumbe floods in 2017. We undertook fundraising and rebuild of 17 homes. I was also Volunteer Project Manager for Project Hope, to build a cancer treatment centre. In 2019 I was awarded a Queens Service Medal for services to the community.

On Council, I would promote and care for our beautiful natural environment, stimulate the local economy, create employment and ensure our water is a top priority. Vote for John Pullar to get things done.

Scott Jarrett

Scott Jarrett
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area.

With your support I wish to serve another term on council, retaining some experience in the mix will provide good balance.

I stand for sound investment in infrastructure and great service to community as my priority.

Our family have grown up and operated businesses in Whakatane and I am proud to be a third generation Councillor. Elections bring about change and my record proves an ability to adapt into a new team with differing focus.

Voters also need to know that whoever they elect will be on the job for them, my attendance record is proven.

I acknowledge new challenges ahead involving big ticket items that will test council more than ever and require prudent stewardship.

Growing that ratepayer base and finding ways that give our district more appeal over others must be maintained without damaging what we currently enjoy and appreciate. Thank you.

Mike van der Boom

Mike van der Boom
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is not in the Whakatāne-Ōhope Ward area.

Along with my wife Sarah, I have lived in Whakatane since 1991. We have had the privilege of raising our two daughters in arguably the best town in the world. My working career has included teaching and running three businesses.

If elected this will be my second term as a councillor for the Whakatane - Ohope Ward. I believe I offer a balance of new thinking and experience in local government. I would describe myself as an entreprenuer with strong community and environmental principles.

My goals for the next triennium are to make sure our infrastructure is up to scratch for future generations, we plan for climate change and work with all our communities in our district to improve 'liveability'.

Doug McLean

Doug McLean
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area.

Having lived and worked all over the country, I bring a diverse range of experiences. I've worked in education for 45 years, acted as an advisor to the Ministry of Education, and I am the former president of the NZ Association of Intermediate and Middle Schools. These experiences have given me the ability to relate to a wide range of people, and their needs.

Whakatāne has been home for 21 years. I was the principal of Whakatāne Intermediate from 1998 to 2018, and I have been involved in Rotary, local sport and community radio. If elected to council, I would focus on economic growth, tourism, our ageing population, youth voice, and building an environmentally sustainable future. As a school principal, I understand the negative impact of social dysfunction. Let's work together to encourage economic development and stability, and ensure our people feel safe and valued.

Jennifer Manning

Jennifer Manning
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area. I am also standing for Whakatāne-Ōhope Community Board.

My husband is Principal of Allandale School and we have a 13 year-old son. My career spans over 30 years, primarily in legal administration, operational management, and marketing. I am Executive Officer of a Committee advocating solutions for homelessness, an elected member of the Whakatāne High School Board of Trustees, Founder of a trust supporting local charities, and an elected member of the Whakatāne-Ōhope Community Board.

Decisions for the District should reflect the needs of current and future generations; sustainable growth must include adaptive infrastructure that will meet future needs; services must align with community wellbeing and be fiscally responsive; and elected members should offer a variety of skillsets and be representative of current and future generations.

On Council, I will advocate for initiatives that create sustainable employment, protect our environment and enhance the overall wellbeing of the wider community.

Neil Larking

Neil Larking
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area.

Neil moved to Whakatane as a child and has spent his life in Whakatane Township. He worked as a carpenter/foreman at various Whakatanebased building firms over a 40 year career, and has built much of the town. Neil is a keen outdoorsman, enjoying fishing, white-baiting, and hunting; hobbies he is teaching his grandchildren.

Neil's drive for applying for council revolves around his outdoor activities. In recent years, many of these areas have had restricted access due to development, or have been altered due to changes in the environment. Neil wants to ensure this access and the environment itself is protected for all Whakatane residents, from the keen outdoors men and women, to the wider Whakatane community. He would also like to ensure that development and funding in the Whakatane region is distributed to projects that support members of the community fairly, while providing value for money to the taxpayer.

Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is not in the Whakatāne-Ōhope Ward area.

I am a 22 year old young woman and looking forward to the opportunity to be elected on to Whakatane Council. I am positive that I can serve our young community extremely well.

Council is not represented by all ages and I believe we have a special youth community to advocate for ensuring their concerns are heard. My presence will ensure youth have a strong voice on council. Training and employment is an important issue for the city and means providing more opportunities in the work place.

I want to increase the voting turnout and the engagement our youth have in local government. Issues like homelessness must be taken care of and not ignored. This will give everyone hope into the future and to also help lower crime rate in our region.

I want a city that values its community both young and old and stand together in unity.

I have spent the majority of my life in Whakatane. I am extremely aware of issues that impact our communities. I believe that as an educationalist completing my doctorate degree I will be able to contribute significantly to the acquiring of education opportunities for our community. I will advocate for better training programmes that will shift learners into greater and safer work opportunities. We have housing concerns and I will negotiate with the building industry and with central government on finding solutions.

My goal is to lift the living standards of all people by ensuring that houses are warm, healthy and comfortable. I believe in the bi-cultural and multicultural nature of our community and believe in equal opportunities for all. I will focus on clear vision for bilingualism in our city to preserve local histories and culture. I want a city that all people can call home.

I am an experienced two term Councillor, a successful business owner, a Chartered Accountant, a former senior local government manager, and Chair of charitable organisation Pou Whakaaro. I am passionate about our unique district, it needs to grow whilst retaining what we love most about our urban and rural towns, our communities, our beautiful natural environment and our relaxed lifestyle.

If re-elected I want to see us prioritise spending on infrastructure, ensuring it is adaptive to both climate change and our current and future growth requirements.

We need to make development in the district attractive to businesses that have innovative and sustainable projects and to continue working with Central Government for provincial growth funding.

We need to ensure we have a lifestyle retirement village and we are progressing a second bridge.

I want Council to assess spending and the impact it has on rates. Re-elect Julie Jukes for Council.

Crete Wana

Crete Wana

My principal place of residence is in the Whakatāne-Ōhope Ward area.

I have been involved in business in the Whakatane district for many years with networks across a broad sector. I believe that small local businesses offer the most opportunities for employment in our region. I will seek incentives to ensure that all local businesses are supported to be successful. I seek to monitor council spending for better distribution of wealth across the electorate. We do not want crime in our area and I will aim to increase security and maintain the safety of our community.

I will be a working force for better water treatment and dispatching of waste focusing on a clean environment. I will be a strong advocate for sport health so that we might continue to enjoy the abundance of outdoor activities offered in our area. I want our electorate to remain a wonderful and beautiful place for families to live.

Wayne Marriott

Wayne Marriott
Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area.

We live in a place of natural beauty, innovative businesses, passionate friendly people and strong community clubs, organisations and spirit.

A decade ago we chose to move to Whakatāne, eventually opening a new business and along the way have developed close links with many diverse local groups.

It's crucial to work collaboratively with all of our communities ensuring that we live in a safe, welcoming and nurturing environment. We also face other significant financial and prioritisation challenges through ageing infrastructure, escalating repair and maintenance costs.

I will add value to your voice through my skills, qualifications and wide community network.

I commit to represent you with compassion, logic, diligence, financial prudence and with vision to the future and for our future generations.

I look forward to being a part of a united council focused on growth, prosperity and future of our District. marriott4wdc@gmail.com, or 021 2260657

This town and its people helped raise me and I want to give back.

Whether it is splashing in its waters, appreciating its bounty or sharing its tales, Whakatane is captivating and invigorating. My desire to give back has me excited about making a meaningful and relevant contribution should I be elected your councillor.

I regularly see amazing contributors to our community, but they are too often hampered by a lack of opportunity. I want to be a catalyst for change as we ensure our community remains a great place to live and raise our tamariki.

I want to be a firm voice for all, and it is with the youth that I believe we have work to do in creating significant pathways in employment, culture and education. We should also nurture them to become community contributors - it will be their names on this voting paper in years to come.

Standing for Councillor - Whakatāne-Ōhope Ward

My principal place of residence is in the Whakatāne-Ōhope Ward area.

I love Whakatāne, our place, our people.

And right now we need to make some important decisions, together, in order to turn our challenges into opportunities.

Whakatāne needs councillors who understand the issues, listen to the community, and get things done!

Three years ago I was elected onto council with a focus on sustainability, strategic thinking, and genuine engagement with the community and there has since been solid progress in all of those areas.

We have established a Climate Change Steering Committee, which I chair, to deal with some of the hardest questions we have ever had to face.

Other initiatives that I am involved with, such as Greenprint for Whakatāne, Awatapu Ōtamakaukau Kaitiaki and Whakatāne Ki Mua, are all about council and community finding solutions together.

Standing for Councillor - Whakatāne-Ōhope Ward

In my 2016 profile I stated that Community Boards should be a greater vehicle for communication and engagement between residents and Council. After a term on the board, I firmly believe that is the essence of the role.

Since the April 2017 storm events I've been privileged to work in the District Recovery; I've seen the Rangitāiki Board, chaired by Charelle Stevenson lead a community through the toughest of times. This grass roots representation, linking people to Council, is what a board should deliver - in good times and bad. I'll continue to back funding applications to the board that support community and cultural wellbeing.

Thank you to those who gave me the chance at the last election. I hope you'll see fit to support me for another term, in which I'm determined to continue a high level of commitment, honed by the experience gained in three years at the table.

Ruatoki is the valley where I was raised and where I have spent most of my life, apart from leaving to seek higher qualifications. I am a school principal and educating the youth to become responsible adults is my lifetime commitment. The issues for young and old will always be a priority for me and I will help find solutions for their individual concerns.

My ward is largely rural, farming properties, small towns and homes. Protecting the environment requires good understanding of our natural resources and the managing of such resources. I believe special attention is required toward water treatment and also the safe guarding against flooding on our area. It is important to keep our roads up to high standards and rates need to be much fairer to reflect the earning capacity of our rual community. I want a community that is thriving and prosperous.

Hi, I'm asking for your vote.

I firmly believe I have the experience and determination to make a substantial difference when I'm elected as your Councillor for this ward. A long-time resident of Matata, I'm currently Chief Fire Officer, Chairman of the Residents Association, and have a long history in this region of being a very active community member, well known as a doer not a talker.

People have asked me to step up to District Councillor as I believe it's time we saw improvements in our infrastructure to bring our community into line with Whakatane and Ohope. For too long we have been the poor cousins. It's time for change. I know I can represent you in a way that will get our needs to the top of the list. I need your vote to make sure this happens and that your voices are heard and listened to.

My Husband Karl and I have 3 children, Erika-Jean 29, Daniel 12, and Naomi-Rae 9.

I am a ratepayer and employed by the Whakatane RSA. Having a diploma in agriculture, and having worked in the dairy farming sector including management for 20 years previously to the RSA, I feel that I am qualified to fight for the issues that blight our community.

There are issues in the Rangitaiki ward that have been ongoing for quite some time and I would like to address these issues and any potential future issues by seeking solutions and putting in place a plan that is achievable and one that we can all work towards together for the benefit of our community.

If elected I would strive for a safe, healthy community that is economically sound ensuring the growth of our rural areas.

Standing for Councillor - Rangitāiki Ward

My principal place of residence is in the Rangitāiki Ward area.

I seek your vote for re-election. Our council, with BOPRC, has facilitated a remarkable and rapid recovery after the April 2017 floods. It has completed an upgraded reticulation network providing low arsenic water to Edgecumbe and Te Teko. Our communities are increasingly dependent on Government subsidies. This is not sustainable and Council needs to manage our long term costs by managing today's capital spend and rate increases.

Council also needs to facilitate economic growth and resilience in all our communities while protecting our environment.

I remain committed to ensuring that sufficient focus remains on Council to provide essential services, roading, water, sewage and waste.

Council's response to Climate Change has to be measured and in keeping with our community's ability to pay. Council needs to lead the way through actions that can be replicated by everyone at low cost.

I bring nine years of Councillor's institutional knowledge to the table.

Being part of our diverse community is a privilege, and would be an honour to serve. Like anything, to experience and enjoy, I like to give back.

I am a firm believer that every generation must leave something better for the next generation - towns, services, amenities, lifestyles all need improving for our future generations.

Having been part of Awakeri School BOT (9 years as chairman) Deputy Chair of BOP Ag-ITO, founding chairman of Awakeri Events Centre, Fonterra Shareholders Councillor, Council member EBOP Justice of the Peace Association, Plains Water Advisory Board, to name a few has given me practical experience in effective functional organisations.

The Whakatane district needs efficiency, realistic optimism and great leadership to capture the huge potential gains our local industries (we have many of them) are delivering to enable our District to prosper.

I have spent all my life in Rangitaiki and have witnessed the concerns of my community. Water brings life. Misuse of water can also threaten our existence. I believe that urgent good management is required to control the abuse of water. It requires serious conservation of our water reserves. I am concerned about flooding and the impact it has on our towns and family homes. I want to be sure that our Civil defence is efficient and that flooding control systems are modified and improved. The sale of water must not impact upon our environment. I fear that if we sell water abroad our water rates will go up as aquifer reserves go down. I will ensure that water rates to households are kept low. I aim to increase employment by advocating for local businesses, training and employment opportunities. I want a region that is happy, healthy and wealthy.

I would be thrilled and proud to serve our district and contribute to our community using my business skills, governance and leadership experiences to grow a strong and vibrant district.

I am committed to prioritising and addressing concerns about access to clean water, managing our assets responsibly and reviewing rates for homeowners, keeping affordability centrestage.

Born and raised on the banks of the Rangitaiki River, of Ngāti Awa descent, number six in a whānau of fourteen. Whether leading the Ngāti Awa Volunteer Army during the Edgecumbe flooding disaster, or founding Tāne Mahuta, a company training many of our young people into a career, I have the energy and dependability to get our district moving in the right direction. People say I am easy to approach.

I understand the critical issues facing our district and will put my heart and soul into advocating for every person in our Ward.

This is my home electorate where I have devoted much of my life and where most of my family and community live. I am concerned about the high housing rates in small communities. I believe rates need readjusting to be fairer and reflect the nature of properties in each ward. Roads in our isolated rural areas need serious attention. They are the main arteries in and out of the district and needs to be safer for all users, young and old. The health of our community is important and better housing standards are needed to lower living costs and provide better health care for whānau. Employment is critical for small communities and also training for work opportunities is a must. Work safety is a priority to ensure the safety of all forestry workers. I want our ward to be fully engaged in the lifestyle of our community.

I have lived in Whakatane all my life. I'm married and have three wonderful adult children.

Having served on two school boards for over 20 yrs mostly as chairperson I know the importance of supporting our community I have a real passion for our district but over time I have seen a decline in council services, especially around the ageing infrastructure within the entire district.

I have been an advocate for fairness and transparency most of my adult life.

My current role as a Senior Police Prosecutor in Whakatane enables me to use my advocacy skills to assist those who can't speak for themselves. I'm not afraid to ask the tough questions. The community board provides an opportunity to influence change and ensure those elected to council place the rate payer's first and listen. I would like your support to be that voice and be part of that change.

I bring to the role of Community Board enthusiasm, energy, organisation and a track record of team work, listening and getting things done. I am passionate about our community being a vibrant, healthy and liveable place for everyone.

Kia ora,

My wife, Pat, and I have been residents of Whakatane for 22 years. We owned and managed Kope Curtains/Bernina Shop in Kopeopeo for 11+ years.

My background is in building, dairyfarming, orcharding and retail. I was a director of Credit Union Central for 15 years, a member of the Whakatane Community Board for 9 years, and have been a Hospice volunteer for 6 years.

I see the Community Board's job as protecting ratepayer's interests, maintaining our infrastructure, supporting our commercial sector, encouraging the Council in its efforts to facilitate population growth and bring more business and industry to our town.

Community Boards were set up to be ratepayers first point of contact to express their concerns to and with their local Council. Board members need to be well known in their communities, and be readily available for consultation.

If elected, I guarantee to undertake these responsibilities.

I am currently a six term, 18 year, sitting member for the Rangitaiki Community Board. In seeking reelection I see the need to keep working for the ward, to ensure that the District Council is true in its servicing of the communities needs.

In the past term the board has worked towards the need for the improvement in water supply for Edgecumbe and Te Teko continued work for the reticulation of Matata and many other issues involving Council works.

The Community Board is not part of the Council, but is the voice of the ratepaying community. I will work with you and for you, to involve you in efforts to ensure the District moves forward in the future.

I'm seeking Re Election because I see a big need in the community after the flooding.

I disagree on the way the council has recently caused stress in the district, the way water rates have been charged differently from what was agreed upon. And council have made decisions without discussing with the community board. Also I am disappointed on the way the regional council have not yet made the township of Edgecumbe and the surrounding area safe, i.e. The hydro road Reids canal spillway has taken far to long.

When I am Re-Elected it is my aim to be your strong voice for the Ward.
