Jacquelyn Elkington
Standing for Mayor
My principal place of residence is in the Whakatāne District Council area. I am also standing for Rangitāiki General Ward.
Kia ora tatou. We are at an important time for our planet, our globe, for our country. We have seen laws and legislation change without due process. Science has been ignored for reasons where profit matters over people. Two years of time have bought too much uncertainty, economic collapse and loss of too many freedoms and rights. Who allowed it? Us? Did we unintentionally and unknowingly allow our country, to end up ransomed to international debt global control and disinformation overload?
No more.
Now is the time to bring power back to where it belongs, with our community, with you, with me.
We must work together to grow our own food, develop energy alternatives, and implement common sense, with science, as it is backed up by lived and local experience.
I bring facilitation skills and training in Narrative Therapy, enhancing and restoring our own narratives of pride, love and care.

The Eastern Bay of Plenty is a fabulous place to live and raise a family. After serving 6 years on council, I am now standing for Mayor. I believe my commonsense approach can lead our district through the many changes we have ahead of us.
We have Three Waters, the RMA and Local Government Reforms on the horizon. While I recognise that there is need for change, it is how we action the change that is of importance.
My community involvement is vast and varied from Rotary, Hospice, Project Hope, Livable homes, and Kiwi Trust to the Museum and Arts Trust. In 2019 I was awarded a Queens Service Medal for my services to the community.
I believe in: caring for our natural environment; stimulating our economy and creating employment; focusing on the health of our community.
Vote for John Pullar - To Give it Everything for Whakatāne.
Judy Turner
Standing for Mayor
My principal place of residence is in the Whakatāne District Council area.
My governance experience includes 6 years in Parliament, 6 years on the District Health Board, 9 years as Deputy Mayor and 3 as the current Mayor of the Whakatāne District.
I believe the next 3 years are likely to be characterised by the implementation of central government-led reforms like 3 Waters, Resource Management and Local Government itself, which will substantially change the function of Councils. As such, we need to challenge any details of these reforms that are unwarranted and ensure that our communities are kept informed and involved in the process.
Our urgent challenges are determining appropriate land for housing development, getting an evidence-based picture of what climate change expectations are for our coastal and low-lying communities and continuing to negotiate with central government for a second bridge.
As the 4th largest Council geographically, with a relatively small rating base, rates affordability can't be ignored.

My principal place of residence is in the Whakatāne District Council area. I am also standing for Whakatāne-Ōhope General Ward.
Effective, proven leadership, open and accountable, for all our communities. That's what I bring to the table.
We face unparalleled challenges in this time - climate change, global economic disruption, ecological collapse, growing inequality. Much of this is outside our control here in our district. What we do control is how we respond. We need to be clear about the challenges we face, and build a shared vision for the future.
I'm a consensus builder, with a track record of working across political, social and cultural divides to build agreement around difficult issues.
This starts with genuinely listening to all our communities, understanding people's issues and concerns, and then finding the synthesis that inspires agreement.
We've extraordinary people in our district and extraordinary potential. With active, accountable leadership and a shared purpose, we can be an example to the world of how to thrive in these changing times.

I was born, raised and schooled in Whakatane.
Since receiving a Doctorate in Chemistry from Victoria University, I have been a research scientist and leader in top class public service institutions for more than 30 years. Our present standard of living is largely due to science and technological advancement and therefore this is an age where scientific skills in leadership have never been more important. I want us to be a fair and technologically advanced community well prepared to tackle any future economic, infrastructure, health and environmental challenges that are before us.
I was runner-up for Mayor in the 2019 elections and have just served one term on council during which I fought hard for rates affordability and responsible governance. I have the competencies and experience to understand complex issues and challenges and will make honest decisions based on facts, data and evidence.

Kia ora tātou. I've a strong connection to Whakatāne through whānau and love living and raising my family here. I work as a veterinarian part-time, while also undertaking research work for Massey University. Serving on the Whakātane-Ōhope Community Board for the last two terms has given me insight and experience with Local Government. I'm involved with numerous community groups and a qualified RMA hearings commissioner.
We face increasing challenge from climate change and pressure on infrastructure and need to make courageous, futurefocussed decisions to ensure our District remains sustainable and resilient. We need to respond thoughtfully and pragmatically to current legislative reforms for the best outcome for our District.
I'd bring a fresh, positive, inclusive and collaborative perspective to the role of Councillor. I have a track record of teamwork and getting things done. I care about Whakatāne and am passionate about our communities being vibrant and liveable for all.

I was a 3 term Waipā District Councillor from 2010 to 2019, standing down then my wife and I moved to Whakatāne. Before that I was a self employed Locksmith and Gunsmith for over 30 years, I have belonged to many clubs being president, patron and life member of some.
I have also been a published author of two books. In 2019 when we arrived in Whakatāne I was surprised how high the rates were along with water and regional rates and the fact councillors seem to show little concern. As a Waipā District Councillor I always stood up for the wellbeing and concerns of the residents and would proudly champion them if elected here.
Council spending must be prioritized and affordable as well as total transparency before during and after major projects.

I am proud to be a product of Whakatāne, and to have been a public service science leader for decades. I have also been one of your councilors for the past 3 years.
Today we enjoy a standard of living that previous generations could only dream of. With this however have come many serious challenges including in infrastructure, environment, health and economics. This is a time when a scientific perspective on council would serve our community well.
I've dedicated an entire career toward working for the public good and have led multi-million dollar research projects in the areas of Li-ion batteries, solar hydrogen, radioactive waste management, nuclear medicine and waste water decontamination and I feel that I have lots more to contribute. I will be honest, dedicated, transparent, analytical and proactive rather than reactive. I will work hard toward ensuring the wellbeing and prosperity of present and future generations.

Standing for Councillor - Rangitāiki General Ward
My principal place of residence is in the Rangitāiki General Ward area.
I'm local since 1978, 35 years in Matatā Fire Brigade, currently Chief Fire Officer and casual St John Patient Transfer Officer.
Elected Rangitāiki Ward Councillor in 2019 to bring the Rangitāiki Ward into line with Whakatāne and Ōhope.
I have made a difference e.g. The Matatā Sewerage scheme is back on the agenda and progressing (project manager appointed), the Matatā lagoon and walkway maintenance being done, Te Teko intersection safety changes are back on the agenda with Waka Kotahi, Te Teko bus shelters built, Edgecumbe cobblestone maintenance greatly improved.
My attendance at all council meetings, resident's association meetings and community board meetings is in excess of 95%. However, I'm not finished. Another three years or more is needed to put a lot of projects to bed.
Please vote for me, a conduit for the Rangitāiki Ward to Council, making a difference.
Definitely a doer, not a talker and always approachable.
Gerard Van Beek
Standing for Councillor - Rangitāiki General Ward
My principal place of residence is in the Rangitāiki General Ward area.
Our district has the catch phrase: Whakatāne, the best place to Live, Work and Play. This is a result of the many good decisions made by your Councillors and Council staff over the years.
Councillors must decide on behalf of the community, the level of service that is going to be delivered and at what cost. I have supported many projects that have enhanced our community well-being. The project might be a water treatment plant upgrade or a new community playground, but I have always been mindful of the impact on rates. I have the knowledge and experience to challenge staff and ensure that residents get the best value for rates collected.
There is merit in re-electing a multi-term Councillor. They bring with them an in-depth knowledge of our district, Council processes and the many Government Acts that regulate Council activity.
I have that experience. Please vote Gerard van Beek.

Kia ora tatou. It's that time of the year and I don't know about you? But I'm ready. The past two years have been unprecedented, and times ahead look even less certain. If we have learned anything, it is to be ready for anything.
While existential vision is a must, we are still only in the world, we are not of it. That means global aspirations continue to serve the small population funding those aspirations, which aspirations rarely reach us, or me. So as an ordinary person, thriving to leave this world better than I found it, and so our children's children can enjoy the same, I stand for growing the 'extra' in the 'ordinary'.
While fresh to Whakatane, I am connected by ancestors, and by no means, fresh to the issues. I bring solid commitment of wholistic wellbeing restoring some semblance of control again, self-control, local control.
Nga mihi.

Being part of our diverse community is a privilege, and would be an honour to continue to serve. Like anything, to experience and enjoy, I like to give back. I am a firm believer that every generation must leave something better for future generations - towns, services, amenities, lifestyles all need continual improvement for our next generations.
Current WDC councillor Rangitāiki Ward, previously Chairman Awakeri School BOT (9 years), Deputy Chair BOP Ag-ITO, founding chairman of Awakeri Events Centre, Fonterra shareholders councillor, current president EBOP Justice of the Peace Association, Plains Water Advisory Board, to name a few has given me practical experience in effective functional organisations.
The Whakatāne District needs efficiency, realistic optimism and great leadership to capture the huge potential gains our local industries are delivering to enable our district to prosper.

I'm Whakatāne-Te Teko born and raised; naturally-grounded, since childhood, in TikangaMāori community values. I was taught English, through the medium of Te Reo Māori (my first language), by Presbyterian Sister, Mary Lawrey; (a kind, unforgettable, Pākeha-lady), who spoke fluent Māori.
I have one daughter and one son; mine and dearest husband's positive-parenting life's-story.
Priorities-(when successfully? elected): Revisit MatataWastewater-Disposal Project. By my past hands-on involvement I observed that - WDC's POOR Consultation-Planning, particularly with Māori-Landowners, significantly-contributed to the current-holdup; Tūturu Mana-Whenua - Rangitaiki Property(ies) questionably-owned by WDC require seriouslysensitive remedy, eg. Te Teko Golf Course Land; Māori-LandRates - Putting into practice the Local Government (Rating of Whenua Māori) Amendment Bill, enacted July-2021; WDC's Operational efficiencies - Best practice Annual Accountability, at scheduled AGMs.

Our pepeha is an expression of connections and relationships to our natural world and each other where values and principles are formed and created. Where a few simple words like "whakarongo" and "titiro" requires of us sight and understanding, something we then gift to each other.
From humble beginnings within the health sector for 13 years as a community support worker and caregiver to becoming a voice of our communities on the Murupara Community Board, Rangitaiki River Forum and various Māori Land Trusts, I believe in community. It is there that my loyalty, love and commitment grows. Academically, I hold Master of Arts in Māori studies on applied governance, interested mainly in the practical stuff. I have worked my way through our roads, footpaths and streams, in community halls and marae.
I believe that I can contribute to the strengthening of communities.

Hello, my name is Christopher Howard I have lived in Whakatane all my life. I am very passionate about our wonderful district and want to see it thrive and be a safe place to live.
I'm seeking re-election because of that passion.
Those people who know me know I am not afraid to ask tough questions and hold people to account ensuring that if they commit to do something then they get it done.
Within my role in the New Zealand police, I work closely with council on several safety areas within the district and appreciate many of the positive suggestions and the highlighting of issues I regularly receive from the public.
A more measurable effort by the council to promote our district and support important projects like the upgrading of CCTV within our two business areas will encourage growth and ensure safer CBD.
I look forward to your support.

As a team player I have much to offer; listening before talking, consulting before deciding, and building and working with others who are equally passionate about our people and our community. I relish the opportunity to work collaboratively with others to continue to improve the area we live in.

Growing up in Ohope provided me every opportunity that I could imagine which led me to becoming a Teacher & teaching overseas.
Returning to Ohope, with a worldier view on life which fulled my sense of community and belonging. As a member of The Ohope Golf, Ohope Chartered Club, Whakatane Fishing, Ohope lions, Classics at Ohope committee combined with 6 years on Whakatane/Ohope Community Board, I have had the privilege to enable community groups & events grow Whakatane/Ohope into one of New Zealand's hotspots I work for Bay of Plenty Youth Development Trust engaging with youth not in education or the workforce. This was made easier through my experience as General Manager Ohope Beach Top 10 & many positive experience being an active member of the community.
I wish to re-stand for Whakatane/Ohope Community Board to continue positive steps in growing our community as supreme winner year in year out.

Having lived all my life in Whakatāne, I now reside in Piripai/Coastlands with my wife and four children.
I enjoy contributing to the community. I was a founding Trustee through the development of the hockey turf, and I'm currently an active Apanui PTA member and kids' sport coach.
I've worked in an environmental regulatory role for 35 years and understand Local Government. I regularly work through challenging issues involving a range of people and groups, who sometimes have differing viewpoints. I'm practical and solution focussed.
While committed to representing the whole Board area, I'm keen to give Piripai/Coastlands a voice.
I recognise that Councils have a tough job trying to engage across all sectors of the community. I will do my best to listen to and consider your feedback, concerns and aspirations, and advocate on your behalf when needed.

I grew up in Ōhope/Whakatāne, and have fond memories of the beach, playing sport, the Surf Club and school at Ōhope, Intermediate and Trident High School. This childhood prepared me well for opportunities that took me overseas to work in financial services. Since returning to Ōhope last year to be closer to family, I have felt a strong desire to help make Ōhope/Whakatāne a better place for us all. I am committed to this area, having bought a home, joined the Surf Club and I go to Echo Church. Any spare time is family, surf ski and sup paddling, fishing and supporting my nephews in motorcross.
I am excited about the opportunity to use my skills and experience to help make Ōhope/Whakatāne a better place for us all, a more attractive place for visitors and investment, and a place that continues to grow and prosper.

I have been a resident of Edgecumbe since 1953. In this time I've raised a family and run a successful building business. I've been a Justice of the Peace (retired) for 12 years, member of the Edgecumbe Volunteer Fire Service for 33 years, nine of those as Chief Fire Officer, and a current member of Edgecumbe Lions.
Prior to 2010 I was an elected member of the Rangitaiki Community Board for 18 years. I am currently concerned with the continual rising of rates and whether the small communities within the Rangitaiki Ward are receiving value for money in the allocation of roading, street lighting, general park maintenance, and community facilities. I believe for small towns to thrive they need the support of the Whakatane Council to be committed to allocating available rate payers funds in a manner that strengthens local infrastructure and facilities to meet the demands of local communities.

Firstly I would like to thank all those who have sat in this Rangitāiki community board space before me, your legacy continues to flow throughout our entire Rangitāiki Ward.
My first term on the Rangitāiki community board has provided time for me to observe & gain some insight as to what it takes to effectively sit in this local government space at the most important level of all, the community level.
Over the past 3 years I have had the absolute privilege of meeting & establishing meaningful relationships with many outstanding groups & individuals who have dedicated many years advocating for our Rangitāiki & wider Whakatāne District communities.
Together we have collectively supported & achieved some really cool community initiatives & aspirations, however there are still some yet to be achieved hence why I am seeking your vote for re-election.

Tēnā koutou katoa. My name is Peter Falwasser, and I am seeking election to represent and act as an advocate for Matatā on the Rangitāiki Community Board.
I am born and bred in Matatā, a staunch supporter and player of rugby and a former Club Captain. I have experience in governance and worked as a laboratory assistant and environmental advisor for Carter Holt Harvey Tasman in Kawerau.
When I asked others to describe me, their responses were, a solid family man, hardworking, environmentalist, community orientated, loyal, all-round good guy, who is a natural communicator.
With these skills I look forward to improving community aspirations and being a strong voice for the Rangitāiki Ward.

Who am I.
A person who has the time, experience and passion to make a substantial difference.
I have a track record of a doer not a talker. I understand community politics and how to be an active member of a committee. I do the hard yards and truly believe I can represent this community to make a difference. We need to fight hard to get our share of the attention, in my experience the money finds the wealthy areas, not the outer communities. We all pay the same rates so let's see the same level of services. Living in Matata I am a regular attendee at the Residents Association meetings and have taken on responsibilities to enhance our environment.
One thing I can promise I'm a good listener, good communicator and happy to fight in your corner. I promise if you give me your vote I will value it.

I am a qualified and accredited planner with the New Zealand Planning Institute that has worked at various Councils in New Zealand. I'm now 28 years old and work privately within the Eastern Bay of Plenty. With the various reforms happening that are affecting local government, particularly the repeal and replacement of the Resource Management Act 1991 (RMA), these changes will require representative feedback to and from the community.
My partner and I moved to our home just between Edgecumbe and Otakiri not long after it was repaired from damages caused by the Edgecumbe Stopbank Breach, and now call the region home.
I'm passionate about achieving good environmental outcomes for the community, and managing the risks we face together.

It is my aim to ensure that there are equitable and sutainable outcomes for our smaller hāpori like Te TeKo and our local marae. I have a background in finance and security management in the corporate world.
The professional skill set I gained has developed even more so now that I work for a non-profit organisation. Coupled with active engagement in my hāpori. I am fortunate enough to link projects with Marae.
It is my moemoea and belief, that local council needs active presence alongside Māori organisations with our communities.

I am in my early 30s, part of the LGTBQIA+ community and am making a home in Edgecumbe.
Im passionate about good outcomes for our environment and community, and making sure all voices are heard. I believe respect and connection to others and nature is what makes healthy, happy people and communities and life worth living. I hear that Edgecumbe wants safe walking, connections to the awa, improved parks and recreation, a better expressed sense of identity and history, connected rangatahi, places to connect with others and activities, and a cultural homespace.
I will do my best to listen to all voices and advocate for the change the community wants.
I am not tangata whenua, but believe that is an especially important voice in this community and District, and care about ensuring its heard and respected.
