Submissions on this draft bylaw were heard by the Council's Policy Committee in May 2018, with a number of changes being made to address the issues raised. The bylaw was adopted by the Whakatāne District Council for implementation on July 1 2018.

The Council has reviewed Part 15: Liquor Control of the Consolidated Bylaw 2008 and wishes to revoke it and replace it with the Draft Alcohol Control Bylaw 2018.
In general, locations remain much the same as under the current bylaw and cover ‘offending hotspots’ as well as public places such as beaches, reserves, parks, boat ramps and jetties within the District.
The Draft Alcohol Control Bylaw proposes that there is a single timeframe when permanent alcohol bans are in place rather than the variations that currently exist between locations. The draft bylaw proposes that all permanent alcohol bans are in force between 12.00 noon on Thursday through to 12.00 midnight on Sunday.
The alcohol ban over the Christmas period has been reduced from two weeks to two periods: midday on 24 December to midday on 26 December, and midday 31 December to midday 1 January.
